The honest-tradesperson problem is sharper in Germany than almost anywhere because the Handwerksordnung creates two worlds: the zulassungspflichtige Handwerke (Anlage A — electricians, plumbers, heating engineers, roofers, and others where a Meisterbrief is legally required), and zulassungsfreie Gewerbe (Anlage B, plus many cleaning and home-help services).
