Methodology
Band D charges and average-per-dwelling figures are copied verbatim from the MHCLG "Council Tax levels set by local authorities in England" release for the reference year. Band D is the total bill including all precepts (county, district, police, fire and parish). No figure is estimated; per-band charges are a legal arithmetic transform of Band D.
